Referring to your Confidential despatch of To1q2, the 28th. February, I have the honour to forward copies of

reports by the Captain Superintendent of Police and the Superintendent of Imports and Exports regarding the effective- ness, in preventing the smuggling of opium fran the United Kingdom into Hongkong, of the regulations passed in July, 1916, to control the trade in opium in the United Kingdom.

the letter to Mr. Duncan, a copy of which was enclosed in Mr. Bonar Law's Confidential despatch of the 12th. June, 1915.
